Should dogs be on a leash?

In answer to has your pet been attacked re; your story on Sandy the jack russell terrier.... I walk our maltese/pomeranium on a leash.

On a few occasions dogs have come running at us (unleashed) I've picked her up in time, luckily the owner was close to call their dog back to them.

Otherwise we both may have been attacked If it's good enough for most to have their dog leach ,why not all.There should be a fine.

Even on a leash, it's sad to know that some dogs are so anti-social & each owner has to be aware of this while trying to enjoy their walk.

I would never take my dog out without her on a leash,mainly for her safety.

Yes they should and made to wear nappies as well. Inconsiderate dog owners let their mutts mess up out nature strip daily.
